New Phase II Storm Water Rules Take Effect March 2003

On March 10, 2003, new storm water regulations will affect much of the United States. The new Phase II rules are an extension of the National Pollutant Discharge Elimination System (NPDES). They are designed to regulate municipal separate storm sewer systems in urbanized areas with a population greater than 50,000 and a population density of 1,000 persons per square mile as determined by the 2000 census. This category affects hundreds of cities across the US that did not fall under the 1990 Phase I rules for medium and large municipalities.
