OSHA Issues Rule on Roll-Over Protective Structures Standards

OSHA is seeking public comments until Jan. 30, 2006 on a direct final rule to reinstate its original ROPS standards for the construction and agriculture industries. OSHA published a technical amendment in 1996 that revised the construction and agriculture standards for testing of ROPS used to protect employees who operate wheel-type tractors. The revision removed the original ROPS standards and replaced them with references to national consensus standards for ROPS-testing requirements.

Strategic Approach to International Chemicals Management

EPA and the State Department will be hosting a stakeholder meeting to inform U.S. Government viewpoints for the upcoming International Conference on Chemicals Management (ICCM), where participants are expected to agree to the Strategic Approach to International Chemicals Management (SAICM). The United States is seeking comments to guide us as we work with other countries and participants to develop a SAICM that promotes the sound management of chemicals while facilitating the movement of chemicals and their products across borders without compromising human health or the environment.

This OSHA Web-based Recordkeeping Handbook is a compendium of existing agency-approved recordkeeping materials, including the regulatory text from the 2001 final rule on Occupational Injury and Illness Recording and Reporting Requirements ("the Recordkeeping rule") and relevant explanatory excerpts from the preamble to the rule; chapter 5 of the agency's Recordkeeping Policies and Procedures Manual; Frequently Asked Questions (FAQs); and OSHA letters of interpretation. This Web-based handbook is intended to be a resource for businesses of all sizes, as well as OSHA's compliance safety and health officers, compliance assistance specialists, and OSHA State-plans.

NPDES Regulations for Oil and Gas Exploration, Production, Processing, or Treatment Operations, or Transmission Facilities

EPA proposes action to codify in the Agency's regulations changes to the Federal Water Pollution Control Act resulting from the Energy Policy Act of 2005. This proposed action would modify NPDES regulations to provide that certain storm water discharges from field activities, including construction, associated with oil and gas exploration, production, processing, or treatment operations, or transmission facilities would be exempt from NPDES permit requirements. This action also encourages voluntary application of best management practices for oil and gas field activities and operations to minimize the discharge of pollutants in storm water runoff and protect water quality.

Preventing chemical and dust hazards is the focus of three new videos from CSB

The U.S. Chemical Safety and Hazard Investigation Board (CSB) has released three new educational videos illustrating the work of the agency. Good management practices for preventing deaths and injuries involving sodium hydrosulfide (NaHS); hazards of combustible dust causing tragic explosions in North Carolina, Kentucky and Indiana; and sequence of events leading to the explosion and fire at BP's Texas City, TX refinery.

You Make the Call

Scenario: A large manufacturing facility has undergone several renovations since its construction in 1963. Several electrical panels in the facility now have defective latches, allowing the panel covers to hang open. In the interest of safety, the owner would like to replace them with custom fabricated parts (no OEM parts are available due to the age of the panels). These custom parts would either be installed on the panels' exteriors with bolts or tack-welds. Neither type of modification would alter the interior of these electric panels in any way.

Question: Are these modifications allowable according to 29 CFR 1910 Subpart S?

Compliance Deadline

Its time to complete and sign your 2005 OSHA 300 Log summary. All employers covered by the Occupational Safety and Health Act of 1970 must complete the OSHA 300 Log for each calendar year. The 300A Summary form must be posted from February 1 to April 30 of the year following the year covered by the form.
